Overview

 

Dr. Julius I.D. Singara, co-founder of the firm, assists international and national clients on legal issues in the industrial, construction, manpower, shipping, and aviation sectors, from procedures pursuant to various prevailing laws and regulations to implementation of foreign and domestic investment projects in Indonesia. Apart from his specialty in corporate and commercial practices, he has also been involved in all forms of dispute resolution which allows him to provide support to his Clients for identifying, mitigating or reducing legal risks before and during project implementation. He is also a qualified receiver and administrator and advises creditors on insolvency and debt-restructuring in Indonesia. 

 

He graduated from Faculty of Law of University of Surabaya (Sarjana Hukum). In 2004, he obtained his Master of Law degree in Information Technology Law (Diplome d’Etudes Approfondies/D.E.A.) from the Faculty of Law of the University of Montpellier 1, Montpellier, France. He received a French Government Scholarship (Bourse du Gouvernement Francais) for 3 (three) years to continue his studies at the post-graduate level. In 2008, He received his Doctorate (Docteur en droit), with the Highest Distinction (tres honorable avec felicitation du jury) in Information Technology Law from Graduate School of Law and Political Science of University of Montpellier 1 (now University of Montpellier).

 

Prior to establishing MAPS Law Firm, Dr. Julius I.D. Singara was a Partner of the Corporate and Commercial Practice Group at Lubis, Santosa & Maramis Law Firm. During his tenure as Partner at LSM Law Firm, he has been representing major multinational institutions as well as national companies, in various legal matters and high profile cases. 

 

He is qualified lawyer and member of the Indonesian Advocates Association (Perhimpunan Advokat Indonesia/Peradi), member of Indonesian Receiver and Administrator (Ikatan Kurator & Pengurus Indonesia).

• Advising PT PLN (Persero) (the Indonesia’s State Electricity Company) in various legal matters related to the IPP Projects and constructions.

• Advising PT Hero Supermarket, Tbk., PT Mitsubishi Power Indonesia, PT Rumah Mebel Nusantara (IKEA Indonesia), PT Glaxo Wellcome Indonesia (Glaxo Smith Kline), PT XL Axiata, Tbk., thyssenkrupp Group, PT FLSmidht Indonesia, Airbus Group, in various legal issues in connection with its business activities in Indonesia.

• Assisting SL Union Pte. Ltd. in connection with the preparation of loan agreement and other agreements related to its project in Indonesia.

• Assisting an Indonesian company and its shareholders in connection with acquisition of such Indonesian company by the world leader company in laboratory services, serving food, environment, pharmaceutical and agroscience customers.

• Assisting PT Citilink Indonesia (Garuda Indonesia’s subsidiary) in implementing its in-flight internet access project.

• Advising an Indonesian mobile telecommunication provider in relation to the implementation of Personal Data Protection Law.

• Assisting PT STT GDC Indonesia in connection with the construction of its data center campus in GIIC, Cikarang.

• Assisting a Japanese construction company in a construction contract legal issues with PT Mass Rapid Transit Jakarta in relation to the MRT Jakarta Phase 2 Project.

• Assisting a Japanese construction company in a construction contract legal issues with PT Mass Rapid Transit Jakarta in relation to the MRT Jakarta Phase 1 Project.

• Assisting a Japanese engineering company in a construction contract legal issues with PT Mass Rapid Transit Jakarta in relation to the MRT Jakarta Phase 1 Project.

• Assisting PT. Krakatau Osaka Steel, a joint venture company established by Osaka Steel Co. Ltd. and Indonesia State-Owned Company PT. Krakatau Steel (Persero), Tbk., on the negotiation and preparation of various contracts for civil and building construction of their plant located in the Krakatau Industrial Zone in Cilegon.

• Assisting PT. Krakatau Semen Indonesia, a joint venture company established by two Indonesia State-Owned Companies PT. Krakatau Indonesia (Persero), Tbk. and PT. Semen Indonesia (Persero), Tbk., on the negotiation and preparation of procurement of slag grinding machines.

 

Maritime and Shipping

• Assisting an Australian Company in connection with the acquisition of passenger vessel from an Indonesian Company.

• Assisting a Global Law Firm headquartered in USA in relation to the sale and purchase of two Indonesian flagged vessels and various maritime/shipping matters.

• Assisting the Greek shipowner in relation to the criminal investigation conducted by the Indonesian Navy.

• Representing TMF Trustee Limited in connection with the enforcement of foreign mortgage against M/T Megacore Honami in the Indonesian water.

• Representing the Hong Kong shipowner in relation to the criminal investigation conducted by the Indonesian National Police.

• Assisting an multinational company of providers of naval vessels, surface ships and submarines in connection with their projects in Indonesia.

 

Criminal Proceedings

• Assisting a Japanese company as Reporting Party in the course of pre-investigation undertaken by Special Crime Detective Directorate of the Greater Jakarta Metropolitan Regional Police in connection with the fictious project.

• Defending ex-President Director of PT PLN (Persero) in the course of corruption proceeding administered at the Anti-Corruption Court at the Central Jakarta District Court, Jakarta High Court and Supreme Court.

• Representing PT PLN (Persero) in the course of pre-trial proceeding at the South Jakarta District Court with respect to the pre-trial petition filed by Perkumpulan Pengacara Indonesia against the Indonesian National Police and PT PLN (Persero).

• Assisting and advising PT PLN (Persero) in the course of corruption proceedings at the Anti-Corruption Court at the Medan District Court.

• Representing Equanimity (Cayman) Ltd., in the course of pre-trial proceedings at the South Jakarta District Court with respect to the confiscation of the luxury yacht M/Y Equanimity on the basis of a joint investigation of Indonesian National Police and the Federal Bureau of Investigation (FBI) as well as the U.S. Department of Justice in which the vessel was allegedly related to the infamous 1MDB case.

• Defending a Lebanese national in the course of extradition proceeding administered at the Denpasar District Court in connection with the extradition request from the U.S. Homeland Security.

• Assisting PT PAM Lyonnaise Jaya (majority owned by Suez Environment) in the course of formal investigation undertaken by the Office of the State Attorney of DKI Jakarta on alleged corruption in the sales of certain moveable assets from 2003 to 2010.

• Assisting Deutsche Bank AG (Hong Kong) in relation to the investigation initiated by the Special Committee formed by the House of Representative of the Republic of Indonesia with respect to PT Pelabuhan Indonesia II (Persero).

 

Litigations and Arbitrations

• Representing an Indonesian State Owned Company and its Subsidiary in a high profile and complex case related to one of the biggest infrastructure projects in Indonesia at the Singapore International Arbitration Center.

• Representing a State Owned Company as plaintiff in arbitration proceeding in relation to the IPP Project.

• Assisting a State Owned Company as defendant in arbitration proceeding in relation to the IPP Project.

• Representing Bank JTrust Indonesia, J Trust Co. Ltd. and J Trust Investment Indonesia (Japanese companies) as defendants in a civil lawsuit at the Central Jakarta District Court in respect of a major corporate action involving Bank Century in which the plaintiff sought compensation of more than IDR 1 trillion.

• Representing PT Hero Supermarket, Tbk. as defendants in a civil lawsuit brought by its supplier at the Tangerang District Court in which the plaintiff sought compensation of more than IDR 12 billion.

• Representing PT Hero Supermarket, Tbk. as defendants in 6 (six) civil lawsuits brought by its tenant at the South Jakarta District Court.

• Representing Loesche GmbH as plaintiff in tort lawsuit against its consultant at the West-Jakarta District Court.

• Assisting Cassidy Levy Kent (USA) LLP in preparing 2 (two) affidavits served on a judicial proceedings administered at the United States Court of International Trade.

• Assisting an Indonesia-based major company in an international arbitration at the International Chamber of Commerce (ICC) seated in Singapore against a wholly-owned subsidiary of a Hong Kong-based multinational company in shareholder agreement and land lease agreement-related disputes in respect of an oil storage construction project worth USD841 million.

 

Bankruptcy and Suspension of Payment and Bankruptcy 

• Advising Kansai Airports as a creditor in the suspension of obligation for debt payment proceeding (PKPU) of PT Garuda Indonesia (Persero), Tbk.

• Representing Loesche GmbH and PT Loesche Indonesia as a creditors in the suspension of obligation for debt payment proceeding (PKPU) of PT Gunung Raja Paksi, Tbk.

• Representing PT Ciptadana Investa Prima in the suspension of obligation for debt payment proceeding (PKPU) of Benny Tjokrosaputro and Okky Irwina Sawitri.

• Representing PT Quiksilver Indonesia in the bankruptcy proceeding of PT Gagan Indonesia.

• Representing WeDo Technologies (Portugal) in the bankruptcy proceeding of PT JATIS Solutions eCom.
